1. Recruitment of Members
a) Any Individual stated in the by-laws and employed at City Government of Dasmarinas is qualified to be a member of cooperative.
b) He or She must submit duly accomplished Membership form with 2x2 recent picture and Government I.D. issued by the City Government at least 2 days prior to the scheduled Pre-Membership Education Seminar (PMES)
c) Payment of One Hundred Fifty Pesos (P150.00) membership fee and Two Hundred Pesos ( P200.00) for the initial paid up capital or total of three hundred fifty pesos (350.00) shall be fully paid before the seminar. And the remaining balance shall be deducted thru their salary, or they can pay over-the-counter after approval of their membership application.
d) Attend PMES scheduled every last Thursday of the month at 3:00 to 5:00 PM conducted by the Education Committee Chairman, Membership Committee and Operation Manager
e) Applicant/s who are late at least 30 minutes during the PMES is considered invalid and shall take the seminar on the following month.
f) Applicants completed the Pre-membership Education Seminar shall be issued a Certificate of Participation.
g) Membership Application form shall be duly signed by Membership Committee before the Board Meeting for approval.
h) The initial capital of two hundred pesos (200) shall be returned in case the application was denied by the board.
i) Effectivity of membership commence after the Application was approved by the board.
j) Rest assured that information stated in the application form dealt with utmost confidentiality in compliance with Republic Act 10173 otherwise known as Data Privacy Law.
2. Mandatory Training and Seminars
a. Mandatory trainings and seminars required by the Cooperative Development Authority (CDA) for officers of the cooperative should be completed within a year of their term.
b. Officers and staffs are required to attend trainings, seminars and other activities that will enhance the development of the cooperative.
c. Any participants attended trainings and seminars within and outside the City of Dasmariñas shall receive allowance / per diem as per approved allocation and grants by the cooperative as per (Resolution No. 17-S-3014).
d. All expenses for training and seminars will be shouldered by the cooperative.
e.Photocopy of Certificates shall be submitted to the Committee for monitoring and documentation.
This policy and procedures of the Education, Training and Information Committee shall take effect upon its adoption.
General Provisions
a) All member applying for the availment of services of the cooperative must be a full fledge member .
b) All loans should not exceed the accumulative total of Five Hundred Ten Thousand Pesos ( P 510,000.00 ) (For regular members.) For associate members, under no circumstance should the accumulative total exceed P 60,000.00 except back-to-back loan.
c) Offsetting of loan on Regular loan,Cash Advance Loan,Special Privilege Loan,Back to Back Loan,Emergency Loan ,Appliance Loan,Motor Cycle Loan PangkabuhayanTindahan Loan, Enhancement Consolidated Loan,Enhancement Regular loan and Consolidated Loan is allowed provided that 50% or more of the principal loan balance had been paid.Loan like Travel Loan,Educational Loan,Gift check Loan,Health card Loan, and Utility Bills Loan are not allowed to offset.
d) Renewal of all loans requires a member in good standing and if in case NON MIGS lesser amount of loan will be approved.
e) A 6 months duration rule or consolidated 15 days leave credit for regular or newly regularized employee member to avail maximum consolidated loan amounting to Five Hundred Ten Thousand ( 510,000.00) and if in case that the borrower has 7.5 leave credits he/she can avail consolidated loan equivalent to times three of his/her capital share capital.
f) In case of newly regularized employee, he/she must wait for 1 month before he/she can avail the benefits of a bonafide member. His/her loan shall remain under the associate member’s policy until the lapse of the said period. Provided however, a newly regularized employee must have completed the required share capital which is Five Thousand Pesos (P 5,000.00) and completed at least 7.5 consolidated leave credits to avail times three of his/her consolidated loan.
g) In case of newly regularized employee, he/she must wait for 1 month before he/she can avail the benefits of a bonafide member. His/her loan shall remain under the associate member’s policy until the lapse of the said period. Provided however, a newly regularized employee must have completed the required share capital which is Five Thousand Pesos (P 5,000.00) and completed at least 7.5 consolidated leave credits to avail times three of his/her consolidated loan.
h) For retiring regular/associate member, the loanable amount would be lessen depending on the period that the regular/associate member will stay.
i) For co-terminus employees, the loanable amount will be reduced based on the duration or period of stay of the member
j) The DACEMPC manager together with the board of directors and the credit committee has the sole discretion to resolve any disputes/claims and counter-claims by any regular/associate member with regards with loan applications and policies regarding the loanable amount.
k) All loans longer than 3 years if there are dispute approval of the board is require.
l) All outstanding balances of loans that are paid if the duration was cut short due to early payments that will be renewed, the borrower must attach a copy of the receipt of payments on top of the loan form.
m) Job Order positions has to have One Thousand Pesos (P 1,000.00) take home pay every 15th and 30th of the month while the regular member should have Three thousand pesos (P 3,000.00) monthly take home pay but not less than P1000.00 every payday considering his/her existing loan,loan applied and guaranteed loan of the borrower.
n) All loan amounting to Fifty Thousand and above payable in more than 12 months and loan below Fifty Thousand payable also in more than 12 months is required to have an insurance equivalent to (.90 Pp Php per 1,000 multiplied by number of months) however 1 percent ( 1% )from principal amount of loan will deducted from loan amounting to fifty thousand pesos and below payable in less than 12 months credited on member Special Saving Deposit.
